NTM Dashboard

This dashboard is a graphical instrument to compare the number of non-tariff-measures (NTMs) that West African countries (Benin, Burkina Faso, Cabo Verde, Cote d’Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, Togo) come across when they export agricultural goods and commodities to other countries. It is designed for policymakers and researchers to it compare the NTMs for different sectors, types of NTM, exporter and importers.

How to cite and data source

The tool uses publicly available data on NTMs documented in Ghodsi et al. (2017). The data source is the compilation of NTMs notified to the WTO, accessible via the Integrated Trade Intelligence Portal (I-TIP). The I-TIP provides information compiled by the WTO on all trade policy measures. One major limitation of this otherwise rich dataset is that it is not readily available in a form necessary for econometric analysis or quantitative assessment. For instance, the dataset does not follow a panel structure where NTMs are distinctly assigned to products according to product classifications such as the Harmonised System (HS) or the International Standard Industrial Classification. This limitation is addressed in Ghodsi et al. (2017). They enhance the value of the WTO I-TIP database of NTMs by imputing missing product codes at the HS 6-digit level. The values displayed are stocks of NTMs, i.e. the accumulated number of past and current NTMs that have not yet been withdrawn from the WTO notifications. There are only a few cases of withdrawal for SPS measures, while no TBT has ever been withdrawn. Therefore, the larger number of NTMs imposed on a given product may indicate the more stringent regulations and standards.

Which sectors and products does the dashboard cover?

The database covers NTMs for the products falling under the agricultural and food-related sectors. Those sectors are classified by the Harmonized System (HS) and fall under the sector from HS1-HS24. Using this dashboard, you can learn about the number of NTMs related to live animals and animal products; vegetable products, prepared foodstuffs; beverages, spirits and vinegar; tobacco, and manufactured tobacco substitutes; animal or vegetable fats and oils and their cleavage; products; prepared edible fats;animal or vegetable waxes sector.
